Recent History of U.S. Telecommunications

The Telecom Act of 1996 created a framework to open U.S. telecom markets to competition. In the years that followed, technology evolved, enabling a significant number of new providers with specific customer focus, innovative technologies and more efficient network designs to enter the market. Each of these competitive providers requires interconnection to one another as well as the traditional networks in order to supply ubiquitous reach. The traditional network architecture, commonly deployed by the Incumbent Local Exchange Carrier or ILEC network, had been built to connect and serve the legacy ILEC customers and traditional technologies (i.e. landline calls between Bell Atlantic to PacBell customers), but not the modern and competitive telecommunications marketplace. As a result, needs arose for different ways to interconnect. Thus, a new breed of provider was born – the competitive tandem services provider.
